He confesses his love for Princess Azema and opposes Assur’s desire to become King. Assur reveals he is also in love with her.

In the next Azema rejoices at the thought Arsace in now back in Babylon. Idreno asks for her hand but she refuses to take any decision as only the Queen can decide.

Meanwhile, Semiramide awaits for Arsace. She has fallen in love with him and expresses her joy and expectation in her aria: Bel raggio lusinghier.
